Those appear to be the stock wheels. All that I've seen like that are bare aluminum and not chrome, but that doesn't mean they didn't come that way.

 

i have seen alot of the newer neons around here that have those chrome rims

Yes, those are factory wheels. Sweet, aren't they? We have the same car. (same color too) My rims are different. (7-spoke with matte finish) I think there are 6 different kinds of factory aluminum rims for the lastest Neons, and all of them are kewel!

Get vent visors for your car like I did. They look great and you can keep your windows open 2" without rain getting in.
