real simple after you pull your brakes just pull off the clip from one of the lugs the rotor will pull out. when u replace it you dont need to replace the clip, its only there to help on the asembly line. if you wont better rotors you can upgrade to sloted for about $30 more

Nope I've never heard of ceramic brake pads "cracking" (ceramic pots yes, brake pads, no)...they are the best performance wise and usually produce less dust (depending on brand and style) than standard semi-metallic pads...the only problem i've noticed with mine is they squeak when really cold, but after one or two normal stops the brakes are warmer and the squeak goes away.

I'm not sure if that's what he meant by coating, but if you want the performance rotors to last longer, it is deffinatly worth it to go with the zinc plating on the rotors. I would get slotted and cross drilled but the slotted ones will be a bit stronger. Umm other than that if you get some ceramic brake pads like 03neonRT said you should have a good improvement over stock, even though I was pretty impressed with the brakes on my car when I first got it.

now the question of the night is where can I get the slotted ones from. I just the bought the neon 3 years ago and looking to do work on it. You guys know where there are good places to get them. Also does anyone know if there are drums under the rotors in the rear of the 2003 dodge neon for the emergency brakes.

Ceramic pads are actually noted for cracking and failing. Normally on heavier vehicles though say Caravan and up. Friend lost 3 sets one on his and his sisters twice before giving up on them for good. All 3 sets were different brands. Guy at NAPA admitted he had seen a lot of that lately.
Cross drilled and slotted work great with High heat applications like racing, if on the street and have harsher winter like snow, then stick with regular rotors. Once of the performance pads should be should as a slight upgrade but with out the rear changing you can actually upset the balance and while the pedal feels much better fades less the car will stop more slowly. It is sad but true. Now if you want to upgrade both ends to SRT spec that should work great.
But you said cheap so that leaves us back to stock, would stick to name brands you know. Raybestos, Wagner, Napa, Bendix.
