in the right place Neon project ??
I'm new to this neon thing and to this forum. Like any old gear head, we are or can be obsesive about how or what to upgrade on /in our cars. Well, here's my prblem. I don't know that much about these lil,ralleirs. I'm used to work on N/A street cars,now a new target is going to need some practical tweeks, outer bolt ons and obd2 chips. I'm also looking at this like a nooby, starting from scratch. This neon I'm driving is driven the normal go to work go to see friends kind of driveing. I've noticed the low end tq and throttle response are abit sluggish. Would working on the exhaust a good place to start or computer tricks tweeks
.My thought on the exahust better CatConv or leave the stock one,where the size of pipe inner diameter vs low end or in the rpm band and have thought about putting a long glass pack just 2ft after the cat. what are your thoughts.would running the exhaust rout straight (old school) vs bent? what are your thoughts Thanks...

Yes, you can. However, in order to make it function properly your going to need an entire wiring harness from the 2nd Gen engine. The other option is to get a standalone engine controller and leave the original 1st Gen harness in place to control basic car functions. In any case, its not worth the effort or associated cost.

Yes. However, its quite a bit of time and modification...or money if you have a shop do it for you.
The 2000-2002 headlights and taillights are not interchangeable with 2003-2005 front/rear fascias (and vice versa). While you can get them to "technically" fit...it doesn't look good.
I would get a good short tube header, leave the stock cat, then put in a nice cat-back exhaust. Your not going to see anything tremendous on the power front, but it will make a difference. If you go up in diameter, your going to see low end power loss, but you'll get something back up top. The place these cars really shine is handling. Do some suspension upgrades, swap out your shifter and bushings (if you have manual), throw some nice tires on there and you'll be really happy.
