my dodge neon 2000, doesnt have power whwn going up to hill

hi to all

i have this problem in my DODGE NEON 2000, : No power when going up a hill, when you think the accelerator is depressed all the way. and the car start slow.

what can i do?

could also be a cat...do you lose power when you are just driving around town on a level street? I had that problem as well...
