Check for a binding linkage first, if not that, then probably internal trouble.

What's fluid level look like?

HUH? 4-hi is below 2-hi. At least it is on my truck.

I shouldn't assume anything here, but I am assuming you already pulled off your shifter boot to look in the shifter area, got under the truck, etc, etc. I'm also assuming you don't have a body lift and if you do, the T-case shifter was readjusted to accomidate it.

If you didn't, start with the shifter. Pull the boot up and look down in the plastic liner. Occasionaly one of the shifter bolts will come out and lodge itself behind the shifter. It stays in there and won't allow you to engage 4-hi or only partially so. At least it happened to me, so I have to believe it can happen to anyone.
After you've secured that area, you'll need climb underneath and make sure somethngs not jammed in the linkage. Have you been off roading? Maybe some brush or guck or an irritated squirrel got caught in there.

Last make sure your rear driveshaft is not loose in the tailshaft housing. If it is, you may have broken the snap ring that holds the tailshaft in the transfer case and that may gum up the works and prevent shifting. <Usually this problem has already surfaced with a noisy t-case grinding itself to bits.

Default 4x4 shifting lever

BINGO--Thank you. Loose screw from shifter boot lodged right under the shifter preventing it from pulling down.

I assume you have a pre '98. The transfer case shift pattern is different.
