It was prolly easier for him to pull over a truck that is smoking while pulling onto the highway rather than trying to catch somebody doing 80.

check the state laws pertaining to what he cited you for. Here in Washington state there is a hang time law, where the smoke must dissipate in 10 seconds. you probably did break the law and just have been lucky in the past. only way to know for certain is to check your state laws, probably can be found on the internet.

Why do diesels dump black smoke?
That's indicative of an air restriction and a rich running condition regardless of engine type. I've noticed that diesels that have a stock exhaust don't dump much of any. Is this an aftermarket exhaust thing???
