I don't know about the cruise but if the clock spring broke and caused the airbag inoperational, the light should come on to tell you there is a problem with the system. Might call a body shop and see if they have a scanner for it to check for codes. The last shop I worked at had one. It's similar to OBD-II, but for the airbag system.

Airbag light on, no horn or cruise? Yep, clockspring. The wires for the airbag are now broken, so there is zero danger of it going off. Did the steering wheel get turned while you had the column disconnected doing the repairs?

ughhh how hard is clock spring to repair?

oh ya went to get alignment today... EVERY joint in the front end is shot(i saw the movement myself..) UGHH!!!!! time for moog stuff=/

Go XRF instead of Moog.

Grab the appropriate service manual from the faq section, if you haven't already, and read up. Not too bad of a job. You should be able to rent any tools you don't have (steering wheel puller for instance...) from the your local parts store.
