vacuum leaks can cause bogging. test by temporarily capping off all vac lines at the intake manifold and see if anything improves. caution - brakes will not be power assisted.

Overdrive being on can make the engine be a real dog below 1800-2000 rpm, especially with big tires. I prefer OD off around town for more get up and go.

has dist cap, rotor, wires, and plugs been replaced in recent years. if not, they're due.

I suggest taking a peak inside the intake even though plenum has already been done. Who did it? Was the original pan and bolts used?

I do the same. Besides, the A/C works better anyhow.

If there is alot of deposits and really dirty in there.. you might need to change the MAP sensor..

Also does the transmission when you give light throttle up a hill down shift; when you turn a corner with light throttle does it drop down a gear or do you have to stop the gas and drop into passing gear?

Also indications your MAP sensor is reading wrong. I did that on my truck and seemed to help.

I thought the TV cable adjustment solved that?

Oh God....please don't tell me I have something else to replace....lol

Its a map sensor... trans started downshifting at a hill and I took it to a friend of the familys and he told me it was the map and replaced it for me.
