Hate to get too technical here, but that refers to DOT and clearly states "National Network" which means Interstate Highways. Normal allowable width here in Texas is 8'0". States can regulate in state on state highways, farm to market roads, county roads, etc. (see Texas Motor Vehicle Code....www.texasonline.com).
Well, that would include all Federal non-interstate highways, also. If they have the funky shield, it's part of the national network, like highway 290 through the hill country, or highway 77 from Mexico up north. They can enforce whatever podunk rules the state allows on their own highways and streets.
if they really tried to enforce it, I would get an attorney and fight it in court.
