look up flyin ryan performance on Facebook. He is literally the best tuner for these trucks in the country.
My 2nd gen ram is long gone, and the original 5.9 I built is as well. I do currently have a 5.9 based 365 making 400whp in my 98 dakota currently though.
to get 400bhp is pretty simple. A good cam, an intake manifold(m1 or hughes), long tube headers and a 3" single exhaust. You'll obviously need a tune, and also a wideband gauge.

You won’t make 400 with stock heads or intake without going power adder and I wouldn’t say that’s within your goals. You’re correct about the injector limits, 350-ish wheel is when they really start getting taxed and you need to look at replacing them
