Do factory recalls expire?

I got the toe hitch recall on my '98, but when I took it to the dealer, they said the frame flange was bent and wouldn't do the recall work unless I paid them big $$ to fix the frame.

Needless to say the recall wasn't done.
I keep an eye on the hitch for the cracking that the recall was for, but it still hasn't appeared.

Since the recall wasn't performed on my truck, could I get it done all these years later?
Or better still, could I just get the recall parts kit?

 

Recalls never expire. Dealer might be willing to just hand over the parts...... Worth asking anyway.

 

I'm in pretty good with one of the parts guys at the local dealership... I might see if I can hit him up to order the kit.
