So then the sound is independant of the air filter and if there was no air filter, this sucking sound would still be apparent? I'm just trying to figure out how this sound might be fixed.

Mine used to only make noise at startup. Once it was warmed up, it didn't make any audible sucking noise save for what it normally sounds like. Ever since I put in the B&G flashed PCM, it makes a very audible sucking sound in the approximate RPM range you all mentioned. Not sure what has changed. Doesn't really bother me though.
B&G turns your idle rpms up a bit and probablysets your idle air count up a bit to account for bigger cams, performance manifolds, etc.

The hissing/sucking sound is the iac at idle, and air going through partially closed butterflies at part throttle. Just for kicks get a tape measurer and figure out just how far the tb is from your right ear.

Mine makes it too, it bugs me a little bit when Im in stop-and-go traffic, though Ive also found that its a good way to remind me to keep my foot out of it when Im around town...That and my wife likes the sound
