No interior lights????
Well I cut the wire that goes to the lightbulb under the hood and boom I have no interior lights, did I open the circuit by doing this? How can I close the circuit again to get my interior lights back?

You cut both positive and negative wires at the same time with a metal cutting tool, right? So when you cut the wires you blew the fuse.

So a new fuse should fix it? or will I need to rewire it like suggested above?
no bulb meant no connection to MAKE LIGHT.. there is STILL voltage going thru those wires... if the bulb was gone.. why bother cutting it? it needs a fuse... and might be a good idea to tape up those wires or its going to happen again when the positive grounds to the hood or the engine
