It looks oil fouled to me.
I would check your plenum gasket for leaks.
Wires usually fail from the insulation breaking down or corrosion on the end connectors, but they can fail internally too. Use an ohm meter to check the resistance of each wire.
A good way to check for failing insulation is to take an old spray bottle and fill it with water. Mist down your wires and look and listen for arcing (snapping sound). Another good tip is with your wires wet hold a screw driver against the engine (to ground it) and position the metal shaftof the screw driver close to the wire. look for a tiny spark from the wire to the driver shaft.

that isnt the same picture that you initially had up there is it, that plug is probably ruined, get some new plugs chek gap, put a new cap and rotor and also wires for good measure, then it is all done and you dont have to worry about it any more
i dont know when the plugs were ever changed last so who knows how old they are... and yes i changed the pic at the top, that brown sh*t on the ceramic part of the plug was like sticky, but thats the only plug it was on so i have no idea... out of 8 plugs thats the only one that was in that condition so idk if that seal is bad or what... ill check it in a few weeks see if its fouled up again
