Could be a bad clock spring. Does the horn work? Air bag light on?

Check and make sure you have good vacuum to the cruise servo while the engine is running

the horn does work, but the air bag light is on... where would i look for the vacuum hose? If it is a bad clock spring, is that easy and cheap to replace?

Clock spring is pretty easy to change. Just pull the steering wheel and a few electric plugs.
You might want to check with a dealer, there was a recall on that part for lots of trucks.

The brake pedal swith is another place to look. If the switch doesnt fully reset when the brake is released the cruise may sense brake applied and not engage even if it isnt enough to trip the brake lights. Good luck.
