Default ABS break help

Greeting all,
My 98 RAM 1500 has a rear break problem. Replaced the master cylendar and I cannot get fluid to the rear wheels. Brake lines leave the MC then go to an aluminum block (like a metering valve of some type). Fluid does not make through those blocks. Can someone tell me what the purpose of these blocks are and how to diagnose the broblem?
