I would check for a vacuum leak, might also explain your mileage.

I have a 96 350. Xcab short bed and i was getting 13 HIGHWAY!!. then i replaced the Pleneum plate and plugs ect. tune up and now get about 15-17 highway. footstomper yes and over 70. more like 75. 109K and spinning
I found the best mod to do to get better gas milage outa the 360 is simply removing your foot from the petal lol. ahhhh who am i kidding its so much fun to make alota noise, im also averaging like 11.5 mpg lol, but i do zero highway driving.

There are some vacuum lines under the battery that are famous on the 2nd Gen Rams for getting leaks due to fumes from the battery vents causing corrosion.
Another tricky to spot place is where the vacuum lines pass through the grommet from firewall into behind dashboard.
The 'blend door' of the heating and air conditioning system can also develop a vacuum leak that whistles inside the cab loudly.
