Default Fog Light Bolts

Damn Rust...

Well, as the title says I'm having a problem with one of my fog light bolts. I have a set of aftermarket fog light that are 3" or so, and I wanted to attach them to the stock fog brackets for an OEM look, but low and behold one of the damn bolts stripped out on me. They were rusted on pretty bad. I got one nut off, and I start working on the second, and all of a sudden it's starts getting really easy. I reach in, and see that it's not the threads or the nut, it's the head of the bolt, where ever the hell that is, that is spinning.

My question is, how in the hell can I get that damn thing out? I don't mind just having one bolt holding the fog light in, so I just want to get it out. Am I going to have to remove the bumper for this?

I'm looking at page 608 of the service manual in the faqs. at the top of the page and it appears that the bolt is a carriage bolt that is sandwiched between the bumper and the cover. Not the best answer, but all I can do from work. If it is sandwiched in there, it is a pain even with the bumper off.
