tranny problem

I have a transmission problem, that I will try to explain. I have 94 Ram, with the 46Rh tranny. I can not lockout my Overdrive, the button quick working on the dash. I checked all the wiring, and it all checks out with the right amps & volts behind the switch. The main problem is the it will shift 1st, 2nd fine, then at about 30 mph, it shifts to 3rd and instantly to 4th. You can feel the torque converter lock up in 3rd gear for a brief moment, then to 4th, if you tap the brake in 4th it will unlock the torque converter. It wants to stay in 4th gear, in town,going up steep grades, pretty much all the time. I have adjusted the T.V. cable and this really doesn't affect 3rd or 4th gear just 1st and 2nd. The brake pedal switch is adjusted right. The band are adjusted right. Could this be the TCC solinoid that went out, or got glogged, would cause the button on the dash to quick working and this erratic shifting behavior. Or has my overdrive unit gone out? If I disconect the VSS on the transfer case it won't allow 4th gear to engage, but the torque converter still, locks and unlocks in 3rd. basically 3rd and 4th gears seem to be messed up.
