Louder
Ok, I've asked this question a few times about making my 5.2 ram louder, by asking if tips make any difference in the sound, and I dont think i got a definite answer. Whats another way to making my truck louder but legal?
Btw, my current setup right now is a 95 dodge ram reg cab long bed with the 318 motor and my exhaust set up is 3" inlet into 2.5" outlets flowmaster 40 series. No tips at the moment.

Depending on the rest of the setup, tips will make it louder. They also make it sound 'finished'. My trucks got a hollowed cat with a huge slash cut tip welded to the cat, and it's way louder than when it was just open cat.
You may need to define "legal" or at least how much you are willing to stray from it. You can't make it very loud and technically stay legal. Maybe you would like an exhaust cutout installed in front of your muffler but still behind the CAT. Then you could have a "legal" exhaust when you need it as well as more "loud" whenever you want it. Dumping the dual pipes out of the muffler will definitely make it louder, but is that something you will do? There are of course many things you can do to make the exhaust loud, but you need to determine what you are willing to do in order to get it that way. You won't be able to get much louder if you keep the dual pipes running out the back of the truck and keeping the fully functioning CAT and using a muffler. You may be able to tweak the sound a little, but not dramatically change it.

if you live in the middle of no where, dont worry about being "legal"
gut the cat, or get a high flow, and run straight pipes from that.
but like everyone else is sayin, a legal setup is cat, muffler. Get some new headers, that will open up and sound better than the stock manifolds and it will sound better.

I also have had this "problem" and went all out and rebuilt my exhaust. My setup is as follows: Headman shorty headers to 2 1/4" down pipes expanding into 2 1/2" pipes into 2 bullet cats and 2 40 flowmasters then the pipes travel to the back but no tips, I have them pointed towards the ground. I have had both complaints and praise on how this setup sounds. The system is true dual and the larger pipes give it a deep grumble at idle and it roars when u get in it. I plan on replacing the shortys with long tubes soon and that will get rid of the 2 1/4" pipes and hopefully an even deeper sound. We do have inspections where i live and my truck passes with flying colors, infact the emmisions are lower now than before since they are only reading one bank of the engine

I have a 93 ram with single 3 inch exhaust and a silver bullet glasspack, no cat ( I live in Canada) and no tip. It is defintley loud enough. It doesnt sound really good though, so I am putting a stainless magnaflow on. How loud you can go depends on local laws, and around here if you have a muffler its legal, at least until you get too many comnplaints. And in my experience I haven't found tips to make exhaust louder,they just change the tone.
