Thats the breather hose for the PCV.
It won't affect idle speed but if you leave it disconnected you will suck in unfiltered air. (bad)
Just get some longer hose and conect it to the valve cover.
If you just plug it at the air cleaner you should change the breather in the valve cover like the guys with the round air cleaners do.

No, that is not the breather hose for the PCV. That one goes directly from the PCV into the side of the intake manifold. The one you are talking about that coes from the stock air cleaner assembly to the valve cover (opposite valve cover as the PCV) is for bypass gasses from under that valve cover to be sucked back into the intake to be reused. I would not just plug it. I would either find a way to connect it to your new CAI, or I would remove it completley and replace it with a standalone breather on that valve cover.

Ya, that would work, though I use one designed more like the one in the link below, only made by Mr. Gasket. I buy it at Advance auto for about $5, and replace it about twice a year. I use this type because I don't like the exposed filter like on the one you showed (because of mud and water, etc...). But either will work. You just need to find one with the base that is the right size to insert into the grommet on your valve cover.

Be aware, some states may not let you pass emissions with that setup. It is technically letting bypass gases back into the air rather then back into the manifold. Some states are picky about that sort of thing.
