i replaced one on my old chevy. replacements come w/o the pulley, so you must rent/borrow the pulley puller tool from autozone or advance or other. an impact wrench is nice to use on the puller tool. you'll have to remove fan and shroud. thats usually a pita.
the $15 is probably a DIY rebuild kit with seals and/or brgs only. since i know nothing about how a pump is supposed to work, i'd go for the reman and just do the swap.

You do not have to remove the fan shroud for a power steering pump. I just did mine a couple months ago. Get the one with the resevoiur unless u wanna rebuild your old one and worry about seals... I just got the one with resevour (sp) and made it easy. It is four bolts/nut spots that hold the bracket on. Pull the bracket off as an entire unit. You will need a pully puller without a doubt. I borrowed mine from a local shop for free. I also did not use an impact because I was using their tools. I took my time with a 1/2 in breaker bar in one hand, and a like 1" + wrench in the other for the puller puller nut thinger. I took my time and didnt break anything. once you get the pully off, pull the four bolts out, mount the new pump on the bracket with those four bolts torqued to like 20 something ft lb's of torque I think. Then press that pully back on. I used the puller set to put it back on, but... the new pump that i got from napa had a bolt that you could use and a square nut so you could tighten the nut to push the pully down. I like using the puller set and worked out great. Keep going till the pully wont go on no more. I applyed a bit of penetrating oil on the shaft to help aid in the pulley pressing process. slap that bracket back on and rehook up your hoses. Jack up the front of the truck so no pressure is on the wheels. Start her up and turn the wheel back and fourth with the cap off the pump (oh yea, add fluid first lol).. and work that wheel back and fourth to bleed the air out of the system.
