VA is pretty strict about the general inspection and only certian localities (Richmond, Norfolk, Arlington areas) have emission requirements
-Lights (no smoke covers and technically no headlight gaurds, but most over look that one, all must work and all must be DOT approved)
-Horn
-Brakes (pull 1 front and 1 rear to check
-Tires
-Suspention and Steering
-Exhaust (make sure no leaks and you have a cat if it came installed)
-Defrost and Wipers
-No CEL
-No rust through in floor boards or other critical areas
-Engine Compartment (no fuel, tranny fluid, PS fluid leaks, belts, hoses)
-Windshield and rear glass (1 crack up to 3" allowed as long as there is no spiderwebing, also no side fogging extending more then an 1" or so)
-Emissions controls are all in place
There are a couple things I know I am forgetting.
If something is wrong they slap ona rejection sticker and with that you have 14 days to fix it and are only legally allowed to drive it between your home and a shop for repair. $16 a year with $1 reinspection fee if rejected. If rejected you are not allowed to take it somewhere else to be inspected. That doesn't mean you have to have that shop do the repairs though.

Well I'm a city guy and having to drive six miles to get groceries is the boonies to me.
Boonies and BFE are different. It wasn't remote like a city in Utah or Nevada.
