RE: Chrome Question?
Get rid of the rust, and quit worrying about 3mm rust spots. You have far larger problems than that, like the air in your tires getting old.
...but my fifth child is on the way and I look at life differently. Perhaps this is a big deal to you. I hope Andy dosen't read this. His truck caught fire and the firemen decided to destroy his dash-even though the fire was out. He would say: "Come here and let me beat you".

RE: Chrome Question?
I hope this helps. Chrome is actually clear. The "silver" or chrome look you see is actually polished nickle, usually over copper or another adhearant. If you already have rust, the chrome has flaked off, the nickle is scratched, and what you see is the base metal or nickle rusting. To refinish is expensive because you have to remove the old chrome, nickle and then rebuff/polish the base metal, re-nickle plate, buff, then actually chrome the object. So to answer: no the "chrome in a can" does not rechrome an item, just paints it silver. Sorry about the bad news.
