I increased the PSI in my tires the other day, and noticed a little boost in MPG. So +1 for that. +1 also for the exhaust and a CAI. If you have the money, a Fastman throttle body might help a little to. Using synthetic fluids also helps.
All terrain and mudding (and etc.) type tires will obviously get you the worst MPG. Pay attention to tread depth, and now that they have it listed, rolling resistances.
Since you commmented on your 2004 Wrangler... my wife has Bridgestone Dueler Alenza H/L tires on her 2004 Jeep Grand Cherokee with the 4.0L I6 engine, and with almost no wind, gets 18-21 mpg on the highway. And thats with only a K&N CAI and synthetic fluids... she won't let me touch the exhaust.
Throw a steady crosswind (20+ mph) or so in there, and you're talking closer to 15 or 16 mpg.
In the city, it gets 13mpg ish during the winter. I expect that to go up a little now that the temps are increasing.
I checked my mileage the other day right before I installed my Fastman TB, and since its warming up now, I am getting 11 mpg in town with my truck. We'll see what the Fastman and my lead foot did next time I fill up...

A cold air intake will not improve your mileage, but they do look cool.
You need to be aware that with a 4x4 you are never going to see more than 18 on the hwy. Drive it easy starting and stopping. 9mpg may mean a blown plennumm gasket, so check that. That long article about mpg by Hankl is the best, I have read it twice.

My wife noticed a MPG or two increase (highway) after we installed the CAI on her Jeep, as long as she kept her foot out of it. In the city there was no difference.
On my pickup I didn't notice a difference, but I hardly ever go for a long drive in it either. We usually take the Jeep for long trips.

jason, what did you up your pressure to, i just had my tires rotated and they put them back to the origingal 35psi. i was thinking of jumping them to 45 and see what happens. also did your ride on the freeway get pretty jittery after the air up?
