Default 95 318 normal fuel GPH/GPM and pressure

Is it possible to put together a fuel system component package, that would/could take the place of the stock?

Sure, anything is possible but, why? You should have 35-45 psi at the test port.

I have an issue whereas my fuel pump may be bad. I would relocate pump, reg./bypass, and filter where I could service it without getting under the truck or dropping te tank.

your fuel pump is probably bad
due to age
or to the suction guard filter at the bottom being clogged

when you pull the old fuel pump assembly
you will see that you can substitute
a different pressure regulator
or a different fuel pump
for the ones in-line on the stock set-up
which are just hose clamped in place

be warned that it is difficult to re-use the 'rollover valve' rubber bung
...be gentle and go slow or you will ruin it or crack the plastic housing

the complete fuel pump assembly for a 1995 Ram
runs about $400 at the dealerships
$300 at Napa for the same pump as the dealership (Carter or Walbro)
or approximately $240 at Autozone
