Ignition wire tsb missing 1 and 3

Tried to get ignition wires straightened out per this tsb http://dodgeram.info/tsb/1998/18-48-98/18-48-98.htm. Does anyone know how to route 1 and 3. The tsb just ends without reference to those 2 wires.
