oil presser NEED HELP

I have a 97 ram with a 318. When its idle it at 15psi i have a mechanical guage on it and when you rev it gos to 40 psi it norally idle at 40psi. Someone told me it the oil fliter i have a napa gold and i just chaged it. how can the oil fliter do this?Do i need a oil pump or and new motor? Please help thanks
