Thanks guys, I lost hold of the thread somehow,no matter.
As i was saying she conked out and would turn over and even sputtered a time or two while the fuel rail depressureized (sure wish I spelled a little better). So I thought I'd retrieve the codes , thats when I discoverd the check engine light no longer worked.
Next i fiddled around with the ole multi meter and found 12v. at all the relays I could find on the fire wall .
Two relays are on order and I'll pick them up in the am.
Any knowledge or even wild notions I'd be grateful for.

On a 1994-1995 it is common for the electric fuel pump assembly submerged in the tank to die after this many years,
or for the crud that builds up on the lower 'suction filter'
at the very bottom of this pump assembly to starve the pump and cause it to lose prime
.... that would be my first guess if your engine will turn over and 'sputter' a bit,
which probably tells us that
both the sparkplugs are firing
and the fuel injectors are attempting to work
and the PCM computer is working even if the 'Check Engine' light is dead.

It does not always work,
but it has been posted many times
that if you bang on the plastic gas tank several times
modestly with a rubber mallet or a piece of word
at the very bottom of the tank directly below
the big flange at tank top for the pump
the electric fuel pump assembly may start working for a few minutes again.
If this works for you it is clear evidence it is the pump.

You have the OBD-I computer system. The OBD-II system started in 1996
An autoparts store with a OBD-I scanner should be able to read
your DTC codes even if the lamp bulb for the 'Check Engine' light is burned out.
Most stores like Autozone do this for free,
or will loan you a scanner if you will leave a money deposit.

When you first turn the ignition key to on,
the 'Check Engine' light should blink if the bulb is still good.
Bulbs are pretty cheap to buy if it is just burned out.
On 1992-1995 it is common for the EGR system to malfunction
which turns the 'Check Engine' light on until it burns the bulb out.

Astute observations there, Hank L. they are greatly aprieciated.
I have have no luck locating a odb-1 code scaner the discount stores in my area have discountiued that practice (at least with the obd-1).
I got the fuel pump to responed by jumping dg&b wire out of the pump relay directly to the battery.
The check engine light bulb tested good with a multi meter.
The battery died as I was checking for spark, but initial results look like no..that will be confirmed tom.
A new pcm cured nothing.
To sum up. Spark ,fuel and check engine light all died at or nearly the same time.
I plan to kick up a knotch the effort to locate a scanner

You should be commended for doing good diagnostics
with lack of sophisticated instruments.
Well done.

The battery dying bit
reminds me that there have been many posts
where 1992-1996 Rams have had really
CRAZY symptoms when the battery was even slightly weak.
I am sure you will charge up your battery
but consider swapping in a 'known good' battery.

Since you have heard the electric fuel pump respond with the jumpering,
and you have changed to a 'known good' PCM,
and since you have checked the bulb of the 'check engine' light
... I can't think of any thing except that you have
broken or shorted wires in the wiring harness.
Because you have multiple symptoms I would suspect
shorted wires inside the insulation covering somewhere,
...this is a tuff thing to troubleshoot without wiring diagrams.

Because the vacuum lines have a tendency to break at the holes where they go through the metal firewalls of the engine compartment, I would suspect that electrical wires would short or break there too.

Magnum V8 engine electrical systems
are very sensitive to
bad & corroded ground wire connections
so use your multi-meter to check those.
Try to keep everything below one ohm.
The PCM computer can't work without a good ground connection
and neither can the ignition coil.

Bad wires going to the CKS sensor that reads the notches on the flexplate behind the engine for timing would explain why she won't fire up
..... but that does not explain the bad check engine light that is happening at the same time,
and you previously said the engine would 'sputter' which means the CKS sensor must be partially working and helping firing the ignition at least some of the time.

You should be able to sign on to this free public library service
to get wiring diagrams of more diagnostic instructions
on your 1995
