2001 Dodge Ram brake pedal drops

2001 Dodge Ram 2500 4x4 dodge cummins turbo diesel, replaced master cylinder 3 times and bled all four corners, replaced brake pads, and still the pedal starts off tall and firm but slowly drops when applying pressure about an inch or two, any suggestions?
