Kind of depends on what type of ride you're looking for.
Monroe makes a couple different kinds of shocks that aren't bad at all, and pretty well priced. Once you have a type/brand of shocks picked out, search eBay and other places for your cheapest price.
Some people like KYB shocks which are pretty cheap, but I've heard some not-so-good things about them.
