Default Pulling Check Engine Light Codes

I have a 1999 Dodge Ram 1500 with a 5.9l 360ci. I tried to cycle the ignition on/off but couldn't get any readings. What am I doing wrong?

ON.OFF,ON,OFF,ON WITHIN 5 SECONDS. FIRST CHECK TO SEE IF THE BULB IS ANY GOOD OR IF YOU HAVE A BLOWN FUSE FOR THE LIGHT. WHEN YOU FIRST TURN THE KEY ON TO START YOUR VENICLE, ALL THE WARNING LIGHTS SHOULD TURN ON BRIEFLY. CHECK TO BE SURE THE CHECK ENGINE LIGHT IS ONE OF THEM. IF NONE COME ON THN YOU HAVE A BAD FUSE. IF ONLY THE CHECK ENGINE LIGHT DOESN.T COME ON THEN YOU HAVE A BAD BULB. IF THEY ALL COME ON AND YOU CAN'T GET ANY CODES TO FLASH, TRY CYCLING THE KEY FASTER.

ALSO BE SURE YOU ARE TURNING THE KEY ALL THE WAY TO THE ON POSITION AND NOT JUST TO THE ACCESORIES POSITION.
