I have a 2000 Ram that makes a swooshing sound in the dash when starting the truck up. Once it runs for 30 seconds or so the sound goes away until I start it back up again.

Also in cool weather the truck heats up ok but when it gets real cold at night I have to keep my foot on the accelerator to make the heater blow warm air.

What could be the problems and are they related.

Sounds like you have an air pocket in your coolant cycle...try jacking the front of the truck up and do a COLD start with the radiator cap off, letting it idle for a couple of minutes to see if the air pocket will come out of the system.
