Default Seat belt light on

I have a 2000 Ram Quad Cab with 5.2. My seatbelt light will not go off even when belt is buckled. I have ohmed the buckle and watched it switching on my multimeter when buckling and unbuckling, so I know it's working. The connector for the buckle only has 2 wires in it, but the vehicle harness has three. Is this extra wire in the harness there for some other option my truck doesn't have?? Anyway, I ohmed the ground wire and it's good. I also have 5 volts on the other wire, which appears to be coming straight from the instrument cluster. I don't have a wiring diagram to reference, so I'm a little lost. Seems like a simple enough circuit to me, but it's kicking my butt. If anyone has seen this problem or can help with circuit info./wiring diagrams please let me know. Thanks.
