Your heater doesn't work fine if it's not blowing hot air.

SO I have a question for you, My heat is Fine takes about 8min of driving to warm up in -20 But my trucks heat only runs a quarter up the gauge isn't Half way norm??? I have put plastic behind my grill and painted it black and zip tied it in place But the car wash blew it out so this year I notice the truck runs a bit colder but its always been around a quarter up the gauge since I bought it in 2006 Think my Gauge is broken?
