Gimmick. Any introduction of foreign metal into a liquid system is just asking for galvanic corrosion.

 

That type of cap has been around for about thirty years now.
If it worked, I think it would have taken-off by now.
While a good idea in theory, I don't believe it's as effective
as advertised.

 

JC Whitney had something similar in the 1950's.

 

Again ... it's a sacrificial anode and they work (have no experience with this particular design or model). They haven't "taken off" because people are clueless as to the chemistry. Radiator shops aren't talking ... why should they ... new radiators are their lifeblood.
