The sensor on the tail shaft on a 98 does nothing. The vss is on top of the rear end. If the CC is not working , replace the brake pedal stop light switch and check for vacuum leaks. The main leak to check for is under the battery tray, there is a vacuum hose under there that is the most likely to go bad.

ok thanks for your help and about a year ago i replaced my brake switch...but i do have a vacuum leak somewhere but i just havent found it yet because my vents shut off and it sounds like my defroster comes on when my engine is on a load like when i go up hills and mess....but ill check out for the leaks...and i was thinking that my CC would be an electrical problem because when i mash my on off switch...the light wont even come on...but thanks for the advise!

It is most likely a vacuum leak, because you have the wild vent problem. If you do a search on here, there are tons of threads about it. There is also a DIY on cleaning the CC switch.
