Yeah, the cruise servo is under the battery, and it suffers from that location. Best bet is to have a look at it, and see if it hasn't been damaged.

When it stops raining I plan to look at it again. How can I tell if the servo is bad?

If it was damaged by the battery, it will be obvious.

Otherwise.... I think it is two solenoids, and a vacuum servo.... PCM just manipulates the solenoids to hold the throttle where it needs to be.

I checked the servo and it appears to be good. The vacuum line is good and the cable to the throttle body is good. Where are the servos located and can I test their functionality?

Solenoids are on the cruise servo. No clue how to test it..... might be something in the service manual though. (do you have one yet? If not, get yours here.) Think I would be tempted to test the switches next.

I just downloaded the shop manual for my truck and discovered there is a vacuum reservoir under the cowell grill. I plan to look at that after the sun comes out and it warms up a bit, this texas boy gets cold easy.

Couple check valves in the lines as well.

So I replaced the vacuum reservoir with a new one and still no luck. I've heard the brake light switch can sometimes cause the cruise to not engage.

Only if your brake lights are on. You sure it's not the switches or a vacuum leak?
