Default Tranny surge problems

Vehicle: 1996 1500 pickup

Symptoms: On acceleration, RPM's keep building up, tranny don't want to shift. Have to back off the peddle. Toying around with the peddle eventually enables tranny to find the right gear up to 45 MPH, when 45 is hit it surges big time, then of course I must back off the peddle completely, and start the process again.
I've been dealing with this for a while, I have been driving 45 and under for months.
Once in a while, a gear will kick in and it will go fine over 45, but then once its back under, the process starts again, and its impossible to predict when it will feel like going over 45 instead of surging.
Needless to say, this inhibits freeway driving.

What I have done: I just put in a new govenor pressure sensor & solenoid, and put in some fresh Valvoline ATF +4.
It does seem to shift better under 45 now, but still surges once it reaches that.

TPS ? Any ideas and/or hints at diagnosis ?
Is throwing no codes.

Reset, if you mean disconnect neg post and turn key on 30 seconds, yes.

Time will tell I guess, I've been a bit rough on it and have neglected maintainance for a while, gotta pay the price somewhere down the line ,,, Though I still haven't given up the possibility that it may be something relatively simple.

OK stupid me, I have replaced my TPS with no affect with the surging but I did not know to reset the computer is this a MUST or is it just a good idea? The govenor pressure sensor is this the sensor close to the TPS? When I replaced my TPS the RPS were much higher than normal and the surging did not stop (I put my old one back and returned the new one). Do you think resetting the computer would correct this?

The govenor pressure sensor is an internal tranny part, easily accessible but you'll have to drop the pan, I did a photo write up of the process.
Didn't help my problem, but a lot of folks have had success with it - Best to swap out the solenoid also.

Talked to one guy on the phone, thinking about bringing it by for him to look at.
He said "don't even need to see it, from what you are saying the shift solenoids are gone and needs to be rebuilt".
So I'm going to seek some more opinions before I make any move.

Kinda took me by surprise with the phone diagnosis, who knows ?
