High beams to Fog Lights?

Default High beams to Fog Lights?

I'm looking to install HID's fairly soon, but as most of you know, some HID's don't allow for High Beams. I know they make more expensive kits that allow this, but I've got an idea. I need a new bumper, so I may try to purchase the Quad-Light Bumper from LMC Truck, and make one set of lights driving beams, and the other as fog beams. Could it be possible to hook up the Fog Lights to the High Beam switch? (Click the control switch for normal high beams). Then, when I switch to High Beams, my Fog Lights would light up instead...

Is it possible, yes. Is it legal I don't know. To wire it all you would have to do is wire the High beam wire to close the contacts on a relay and have the relay supply power to the lights. I do not want to be responsible for any legality issues you may have with local law enforcement officers over doing this though.
