Did it come primered?
If the pan already has primer on it, you need to sand it down with 600 grit paper, to take the oxidized coat off. Go to your parts store and pick up 600#grit, 1000# grit, and 2000# grit. You also need to ask them for "tac cloth" It is a glue impregnated cheese cloth that will pick up dust and paint dust off of your surface.
Rough up the pan with 600 grit.
Wipe down with the tac cloth.
Lightly spray down with new primer, minimum of three coats. Wait about 15 min between coats. Wipe lightly with tac cloth at the beginning of each coat.
If you develop high spots in the primer, use your 1000# grit to take it down.
Usually, I would let the primer sit over night to fully dry.
Do the same procedure with the paint, Light coats, 15min in between coats, and wipe with tac every time.
Minimum of 5 coats on the paint. Let dry over night. Next morning, if there is an "orange peel" effect, use the 2000# grit paper to remove it. Then wipe with tac cloth. Lightly spray your clear coat, again, 15 min between coats, and light wipe with tac cloth.
Look in the DIY thread, and you should see my DIY on color matching your grill.
There is a whole walk through on surface prep, and little tricks on how to manipulate your surroundings to keep dust to a minimum.

It looks a lot better welded in, but requires a lot more work. If you or someone you know can weld it in, go for it. But you'll still have to do body work around the welds to get it nice.
Here's a pic just popped in place before we welded it.
