..have my VIN and mileage encoded by a Dealership if I were to buy this steal of a Mopar Performance PCM. http://houston.craigslist.org/pts/1282184460.html
According to this part description here: http://www.sdparts.com/product/P5249955/199652LDodgeRamHighPerformanceEngineControllerAuto matic.aspx I'm supposed to have that done. Is it necessary? Will it cost money. I'm definitely gonna buy if there is no issue with my VIN.

No, not at all. And it would only be VIN. Mileage is stored on a chip in the gauge cluster, not on the PCM. That is a steal. Just make sure that it is the right part# for your trucks year, engine, and trans, and it should work fine.
I've had 2 used Mopar Performance PCM's, and never had the VIN set on either of them. When I got my B&G flash put on one of them though, I had them do the VIN just because they could with little effort.
