i still say you ought to get a bad cat, cut it in half, gut it, then weld the empty shell right behind your cutout. then it will look like you have one and you'll be set as long as your area doesn't give you the sniffer during an inspection.
If a visual inspection is required , I imagine it won't pass anyway with the cutout staring them in the face. I'd have a pipe made the size of the cutout, and after the inspection remove it and re install the cutout.
i think cutouts are legal for off road use like at the drag strip and i'm pretty sure you can have it installed as long as you don't run with it open on the streets.
Where I am at you HAVE to pass visual and OBD test. Hell they even pressure check the fuel cap(yeah i failed and had to buy a new one). Last, after giving your situation some thought, your best bet might be to dump the cutouts altogether. You have limited room to begin with. Plus trying to fit in cats, possibly extra O2 sensors, or at least nonfoulers or dummy ones, and the cutouts, and the rest of the system sounds like a tubing nightmare. Not to mention probably expensive as hell. It kinda a shame you have to basically remove a new and perfectly good system, for another one. Live and learn I guess.
yeah i live in pa , yeah its a live and learn for me , i dunno what to do , i really do love the cutout its just makes the exhaust if i could do it again i would have gone shorties, because the longtubes need new y-pipe/new cats ext pain in the @ss, but now i got them on , and the exhaust is almost done and then i can go for the airgap and the scttune;0
