It's not powersteering. Only makes noise when I'm moving, and is not affected by even a sharp turn.
The hum sounds like it's under the truck. It's always there through all RPMs/speeds. It gets louder and higher pitched the faster I go, and when braking, slows and lowers pitch.
I shifted the transfer case to 4hi and that made it's own whining noise
