Governor Pressure Solenoid is a common failure on these trannys.
Do a search. There are plenty of threads on this topic, and at least one with pictures.

the screen on the end of the sensor is what gets gummed up. a new one will run you around 50$ i believe. you can replace it with the transmission in the truck, you will just have to drop the pan.

a lot of people like the transgo shift kit jr. but i think its a pretty involved install. the sensor is pretty easy, just pull the old one out and put the new one in.
while you have the pan off you should inspect the wire thats on the bottom of the valve body to make sure it hasn't rubbed through the insulation, its not common but if it does then you will have an rpm surge in overdrive.
you should also go ahead and change your transmission filter since it will be right there staring you in the face.
also while you are at it you should check out your accumulator spring(s?). they tend to break according to the guy that rebuilt my transmission. i'm not sure about how to get to them but i believe that its just a plate with a couple bolts holding them in. if someone on here knows how to get them out then hopefully they will speak up.

so now the cel is gone and truck is running fine. a mechanic told me to check the wires going into the tranny to see if they are frayed- not frayed. did some reseach and found that the code will come on if there is no voltage to the governor pressure sensor for 8.3 sec. so far so good. i havent driven the truck since then except today. should i still be worried?

my opinion would be to replace it it could short ,stick or fail again and worse. You should alway replace the soleniod while your in there according to the dodge mechanic I talked to....pretty common for these two things to fail and if you order online the sensor and soleniod are only like $50 a piece theres more on this in the other tranny thread in the recent posts list. Its not hard hell even I did it.

not sure the 95 even has the same plug or codes since it uses an older OBD1 computer system...the rules changed in 96 and mines a 96 so its OBD11 thats why most states require 96 or newer to be checked for emissions if they check at all
