Default 98 Ram ASD&Fuel pump relay loss of power

I have a 98 Ram 1500 5.2L. I was trying to jump start a dead battery and the fuel pump stoped working. Check all the fuses and relays. There is no power getting to the #86 terminals on the ASD and Fuel pump relay that appears to get power from the PCM. Is this a ignition switch problem or a PCM problem?
