I'm calling hogwash. Like Laramie said, there's been some skewing or something funky going on there. No way you are approaching 20 MPG with a 5.9L V8. The 5.2L V8 with a 5-speed, maybe, if you really baby it and its in great shape, with highway tires.
No offense to you guys, there just isn't a way, not without even more heavy modifications. Even then, I would still be doubtful.
Not a big deal, but you can't have a 33 gallon tank. The sizes possible from the factory were 26 on all 1500 short beds, 35 gallon (optional) on long beds, and then 2500s and 3500s with quad cabs came with a 34 gallon option.

I thought they were generally 28 gallon tanks, and an optional extra 7 gallons meant 35 gallons? Could be wrong.
There is no way you are getting that high of mpg's out of a 360 in one of our trucks.
It's been said numerous times before -- If there were some sort of modification(s) that could be done, or changed, replaced, etc., not only would everyone know about it, but a lot of us would have them done and be getting much better mileage.
That said, most of us are getting around 11-12, and 10 is not uncommon, especially when larger tires (without upgrading the gears).
Like others have said, fill it completely, tank a gas can if you must, and run it until you break down. put the extra gas in it, drive to the gas station and fill it completely. Add the gas you had in the can you put into the truck, and what you put in at the gas station. Divide this by the # of miles. Should be getting 10-12, although I've seen both higher and lower reports (but not ~20mpg).

well i filled it last night as i said, and i just went for a 116 mile ride (im out of work from an injury so i cant do much) went to go put gas in, and she only took 6.485 gallons.
so that would mean she is infact getting 17.88 mpg city....and shes definatly full...so i dont know...does 17.88 sound right? i get 17-19 highway milage for a fact (with CC set to 70 mph's going 1800 rpms). but that was all city miles

i mean i get 17-19 mpg highway and thats with the cc on.
but i just got 17.88 out of city miles
those tornado things are junk, had one on my 93 Nissan 4x4 and it actually made me loose milage...PO put it on.
