Default start up/idle issue

i have 97 ram with the 5.9 360. I just put a new motor in it last week with 112k on it, the frame has 211k on it. Just yesterday i had an issue with it starting. It cranks hard and won't start without me working the gas pedal A LOT. When it it finally does start there is a very strong smell of unburned gas. I thought it could be a spark issue, so i did some of the basics and put a new cap, rotor, wires, and plugs in it today. It idles smooth, when it idles. This morning when it started up, it normally idles at around 700-750 RPMs. It started at 500, went down to around 200, then up to the 700-750 range. There is no check engine light on right now. I couldn't find any vacuum leaks either. Any help here would be greatly appreciated.
Thanks, Brian
