To answer your tire question, I'm sure you can find your answer in here someplace:

First off fill your sig up with info on your truck, motor, 4x4, 4x2, and so on
Where is the rust you want to get rid of and how bad is it
if its 4x4 285/75/16 is the biggest tire before lifting you should be fine with stock rims

I apologize for the lack of a real answer to your questions.

I'm assuming the rust is on the wheel wells, or on the bottom of the door?

I bought my 97 1500 4x4 a couple months ago from a good friend who purchased it new. It only had 54,000 on it when I bought it. The outside of the truck still looks great, however ... the underside is downright scary looking. Everything is rusted underneath. Just horrrible. Already had both front brake lines replaced as well as the long one to the rear brakes. They were rusted so bad they were crumbling. I have seen much older cars with less rust.

My 94 Toyota 4x4 with 176,000 on it looked like new underneath compared to this truck.

Rust-o-leum makes a paint on product that changes it to black. There's also a spray on version. But you should really remove it and then coat things. POR is great.

Maybe 33's depending on what you have.

Probably but you'll need to make plates since 9" is bigger than 6.5".
