Welcome to Dodge Forum!!!!
Unless you are a very good computer programmer and can re-write the signals in the PCM that tell the compressor to operate, it aint happenin'.

The A/C is soposed to cycle while the heat is on. One reason is to keep the freon and compressor from freezing up in the winter. It also keeps the refrigerant oil circulated in the system.

^ What he said, also it keeps the seals in the compressor from drying out.

It also cycle when on defrost to help reduce condensation on the windshield.

I think it was somthing simple like, putting a jumper wire on the ac switch or something to that effect. It was a long time ago. I think people think they are getting robbed power or mileage when the ac kicks on and off.

im not sure about dodge, but in my chevy, if you purge the lines out, the ac compressor will not cycle to keep from damaging itself.
